I'd say it's in the top three with Tiny Tina's DLC and Guns, Love & Tentacles. TPS's absolute saving grace is Claptastic Voyage, which is one of the best DLCs in the whole series. In its defence the changes are way too many for DLC, and BL2 had so much DLC that it's kind of hard to really compare the two fairly - personally I thought it was a fair price considering much of the non-Borderlands competition, albeit a tad towards the high end.
